Millions may be eligible for subsidies that would pay the entire premium on some health policies available through the Affordable Care Act.  "The New York Times" is reporting Wall Street analysts estimate about seven-million people could qualify for these less expensive plans that require members to pay the most out of pocket.  These plans are not being touted because federal officials don't want people to enroll in something that doesn't fit their needs.  But a professor at the University of Pennsylvania's Wharton School thinks the zero-premium plans could entice healthy young people to sign up.  Healthy young enrollees are considered critical to the success of Obamacare.
