Staten Island residents voted last Monday night for armed guards in schools, but the city’s top education official immediately said he’d shoot down the residents’ initiative.

“It’s not happening. Plain and simple,” said Schools Chancellor Dennis Walcott. “I can’t be any clearer than that.”
